几内亚前总理尤拉被任命为宁巴铁矿公司总经理
据几内亚媒体《Emergencegn.net》12月12日报道, 几内亚宁巴铁矿公司董事会任命几内亚前总理玛玛迪.尤拉担任几内亚宁巴铁矿公司总经理。
几内亚宁巴铁矿公司,法文名称是La Société des Mines de Fer de Guinée, SMFG,持有几内亚宁巴铁矿的开采权,系美国HPX公司的子公司。
2019年9月5日,几内亚地矿部与美国High Power Exploration公司(HPX)签署协议, 根据协议,美国High Power Exploration公司收购几内亚宁巴铁矿公司SMFG的全部股权。
目前,几内亚宁巴铁矿公司(La Société des Mines de Fer de Guinée, SMFG)的股权结构如下:
美国High Power Exploration公司持股90%;
几内亚持有干股10%, 几政府委托由几内亚国有企业--几内亚国家矿业公司SOGUIPAMI--负责管理、保值增值这10%的干股。
玛玛迪.尤拉先生Mamady Youla在2015年12月至2018年5月期间担任几内亚政府总理。此前,他曾担任阿联酋环球铝业(EGA)几内亚分公司GAC的总经理。

Guy de Selliers has served as a Director of Ivanhoe Mines since May 2011. He has more than 40 years’ experience in international finance and business. He is President of HCF International Advisers, a London-based, corporate finance advisory firm focused on the mining and metals industry, which he co-founded in 2003 following his retirement from Chase JP Morgan.
Mr. de Selliers began his career in the World Bank’s mining division in June 1977. In 1982, he joined Lehman Brothers as Senior Vice President, International Investment Banking. In July 1990 he became part of the team responsible for creating the European Bank for Reconstruction and Development (EBRD). Mr. de Selliers was Vice Chair of the Credit Committee and a member of the EBRD’s Executive Committee. In December 1997, he became Chief Executive Officer of MC-BBL Eastern Holdings until its sale. In 1998, he joined Robert Fleming and Co. as a board member and Chair for Eastern Europe. He has been an adviser to the European Commission on a number of issues.
Mr. de Selliers’ corporate responsibilities include:
Board member of Solvac S.A., a holding company with a significant stake in European chemical group Solvay S.A. (Euronext listed).
Board Vice Chairman of Ageas S.A., a Belgium-based insurance group with activities in Europe and Asia (Euronext listed).
Board Chairman of AG Insurance, part of the Ageas group.
Directorships with privately-held I-Pulse and Cranemere Group; membership of Pamplona Private Equity’s advisory board; and Chairman of the Board of Trustees of the U.K.-based charity, Drive Forward.
Mr. de Selliers holds Master of Engineering and Master of Economics degrees from the University of Louvain, Belgium.
L’ancien Premier ministre Mamady Youla aux commandes de la SMFG
La Société des Mines de Fer de Guinée, SMFG, a nommé mercredi l’ancien Chef du gouvernement guinéen Mamady Youla comme son nouveau Président-directeur général.
La nomination de Youla, Premier ministre de Décembre 2015 à Mai 2018, a été annoncée par Kgalema Motlanthe, président honoraire de la SMFG et ancien président de la République d’Afrique du Sud, et Guy de Selliers, président de la compagnie.
Avant la Primature, il assumait les fonctions de Directeur général de Guinea Alumina Corporation, une filiale d’Emirates Global Aluminium qui exploite de la bauxite dans la région de Boké.
En propulsant M. Youla à la tête de la compagnie, les décideurs de la Société des Mines de Fer de Guinée, espèrent mettre l’expérience de celui-ci au service de la filiale de HPX pour arriver rapidement à l’exploitation du gisement de fer des monts Nimba, dans le sud de la Guinée.

La SMFG est entrée dans une nouvelle ère en septembre, lorsque High Power Exploration du milliardaire américain Robert Friedland, est parvenue à un accord avec le gouvernement guinéen pour la reprise du projet Nimba.
Les investissements prévus pour le développement de la mine sont estimés à plus d’un milliard de dollars.
La production devrait démarrer dans cinq ans.
L’Assemblée nationale guinéenne a approuvé début-décembre la convention amendée signée en septembre entre la Guinée et la SMFG.
La compagnie va utiliser le chemin de fer d’ArcelorMittal et le port de Buchanan, au Liberia voisin, pour acheminer sa production.

High Power Exploration Announces Appointment of Experienced Guinean Mining Executive and Former Guinean Prime Minister Mamady Youla as CEO of Iron Ore Subsidiary to Fast Track Development of the Nimba Iron Ore Project

LONDON, UNITED KINGDOM – Robert Friedland, Founder, Chairman and Chief Executive Officer of High Power Exploration Inc. (“HPX”) is pleased to announce the appointment of the former Chief Executive Officer of the Guinea Alumina Corporation (“GAC”) and former Guinean Prime Minister Mamady Youla to the role of Chief Executive Officer of Société des Mines de Fer de Guinée (“SMFG”). SMFG is the subsidiary of HPX that holds the concession for the development, construction and future operation of the world-class, high-grade Nimba iron ore project, located in the Republic of Guinea. On December 3, 2019, the Guinean Parliament approved the Amended Concession Agreement that will apply to the Nimba project.
Mr. Youla is a highly experienced mining executive having been the CEO of GAC from June 2004 to December 2015. GAC is a subsidiary of Emirates Global Aluminium and operates the Sangarédi bauxite mine, located in northwest Guinea, and related rail and port infrastructure. Mr. Youla was instrumental in overseeing the construction and operation of the US$1.4 billion project, which was one of the largest greenfield investments in Guinea.
Mr. Youla served as the Prime Minister of the Republic of Guinea from December 2015 to May 2018 during the second term of President Alpha Condé, a period during which Guinea achieved extraordinary economic growth of greater than 10%, registered a record level of foreign investment, and completed a reform program with the International Monetary Fund and World Bank.
Mr. Friedland said, “We are exceptionally pleased to have Mr. Youla join SMFG to lead our Nimba team. The depth of his experience as both the former Prime Minister of Guinea and as the leader of a major global alumina producer will be invaluable as we accelerate the development of this world-class iron ore resource.”

Honorary Chairman, Kgalema Motlanthe
His Excellency Motlanthe was President of South Africa between 2008 and 2009, and subsequently served as the Deputy President from 2009 to 2014. He heads the Motlanthe Foundation that is dedicated to a range of public-benefit activities, including conflict resolution, promotion of human rights and democracy and the provision of care for pre-school-age children, along with buildings, equipment and educational support for public primary schools. Mr. Motlanthe also is a trustee of Liliesleaf Trust and the Brazzaville Foundation.

Mr. de Selliers is the President of HCF International Advisers, a London-based corporate finance advisory firm focused on the mining and metals industry, which he co-founded in 2003. Prior to this, he held senior positions at MC-BBL, Fleming and Chase Manhattan. He was previously a member of the Executive Committee of the European Bank for Reconstruction and Development, a senior VP of International Banking at Lehman Brothers NY and worked with the World Bank, where he was responsible for the financing of mining projects in Africa.
Director, Eric Finlayson
Mr. Finlayson was appointed President of HPX in 2015 after serving as Senior Advisor-Business Development since 2013. Prior to joining HPX, he spent 24 years with Rio Tinto including 5 years as Global Head of Exploration and 2 years as the CEO of Rio Tinto Coal Mozambique. Mr. Finlayson is an exploration geologist with more than 35 years of global, multi-commodity experience.
Director, Abdoulaye Magassouba
Mr. Magassouba has been the Guinean Minister of Mines and Geology since January 2016, and in this role, he echoes President Alpha Condé’s main objectives of driving economic recovery, creating jobs and strengthening training, particularly for young people, improving the investment climate, and providing support for local businesses. Mr. Magassouba held the post of Counsellor in charge of the Bureau of Monitoring and Support of the Presidency of the Republic from March 2013 to December 2015, and in this capacity, he was involved in many major mining, energy and agricultural projects. He is an economist, having received his Master’s in Economic Policy at Williams College, Massachusetts, USA.
Director, José Carlos Martins
Mr. Martins was formerly the Executive Director of Ferrous & Strategy at Vale. He joined Vale in 2004 and served in a number of executive roles including: Executive Director of Marketing, Sales and Strategy, Executive Director of Ferrous Metals and Executive Director of Equity Holdings and Business Development. He has worked in the sector since 1966 and has significant experience in the steel, metal and mining industries.
Director, Philip Mitchell
Mr. Mitchell held a number of senior leadership positions at Rio Tinto during his 32-year career, most recently as Head of Business Development. His roles have spanned finance, M&A and strategic business change, including playing leading roles in the transformation of Hamersley into Rio Tinto’s key iron ore business.
Director, Patricia Moller
Ms. Moller is a former U.S. Ambassador to the Republic of Guinea, and in recognition of her service she received an appointment to the National Patriotic Order of Guinea with rank of Commander. Her highly-distinguished diplomatic career spanned more than 25 years. She has left active service with the U.S. Department of State to return to the private sector and she currently serves as the Chairman of the Board of West Africa LNG Group, and is a Board member of the BAARA Hospital in Guinea, VISTA Insurance Company, Orbis International-The Flying Eye Hospital, Orbis UK and FAYUS. Ms. Moller now consults with companies looking to do business in developing countries, many of them in Africa, and was one of the founding members of the Ebola Private Sector Mobilization Group formed in response to the 2014 West African Ebola crisis.

Mr. Montgomery is a highly experienced mining industry project development executive, having worked in multiple geographies (Australia, Africa, North and South America) and in multiple commodities (iron ore, potash, copper, platinum, nickel and others). He most recently served as Vice President, Projects at BHP Billiton, and previously provided leadership of the BHP Billiton iron ore growth program from 2002 to 2012.

High Power Exploration acquires the world-class Nimba iron ore deposit in the Republic of Guinea

CONAKRY, REPUBLIC OF GUINEA – Eric Finlayson, President of the US-domiciled High Power Exploration Inc. (HPX), announced at a signing ceremony in Conakry today attended by His Excellency Alpha Condé, President of the Republic of Guinea, and His Excellency Kgalema Motlanthe, the former President of South Africa, that HPX had received consent from the Government of the Republic of Guinea to acquire the 95% interest in the Nimba iron ore deposit held by BHP, Newmont Goldcorp and Orano, formerly known as Areva, the French Government nuclear utility.
Mr. Finlayson also announced that His Excellency Kgalema Motlanthe and Mr. Guy de Selliers de Moranville had agreed to become Co-Chairmen of the HPX subsidiary that will hold the Nimba asset and both have joined the board of Société des Mines de Fer de Guinée (SMFG), the Guinean company operating the project.
In a 2015 review completed by the United States Geological Survey, the Nimba deposit, which is located in the Forestière region of south-eastern Guinea, is estimated to comprise around a billion tonnes of high-grade iron ore containing very low levels of impurities. Iron ore of this quality is essential for reducing energy use, greenhouse gas emissions and slag production during the steel-making process.
Mr. Finlayson said: “I am delighted that HPX will work with the Government and people of Guinea to bring the Nimba deposit into production and to help His Excellency President Condé realize his long-standing vision of seeing Guinea become a world-class producer of iron ore.”
“With local procurement of goods and services, local recruitment and training of the work-force, the upgrading of transport routes and infrastructure, and the resulting economic multiplier effects, we anticipate that major social and economic benefits will flow from the Nimba mine. As President Condé expects, more than 95% of the project’s current employees and contractors are Guinean nationals and the project’s recruitment and training program will continue to give priority to qualified Guineans for senior management and professional roles.”
Mr. Finlayson continued: “As a catalyst of sustainable economic development in Lola Prefecture and in the greater Forestière region, the mine will ensure long-term protection for the nearby Mount Nimba Strict Nature Reserve. We are acutely aware of the importance of this world heritage area and are fully committed to preserve its unique features and to implement the Nimba project in a way that is a model for responsible sustainable development.”
Subject to all necessary approvals, HPX is planning to bring a starter mine of one to five million tonnes per year into production as quickly as possible while feasibility studies are being completed for an expanded operation of at least 20 million tonnes per year.
The Government of Guinea and HPX have agreed on terms for the updated Nimba Mining Convention, including a 15% free-carried Government interest in SMFG, as well as tax and royalty arrangements and a development timetable.
Further to the April 25, 2019 news release by Ivanhoe Mines announcing the provision of a secured loan facility for HPX and an agreement for mutual technical support and collaboration, Ivanhoe acknowledges that the Nimba project is a project for collaboration between the two companies under that agreement. Ivanhoe has committed to commence negotiations to provide technical support to the Nimba project. Such support would be provided on an arms-length, cost-recovery basis. Ivanhoe is a Canadian mining company focused on advancing its three principal projects in Southern Africa.
